Richard T. Howard, Sr. - Chairman

Dick has over 50 years experience in Heavy Civil contracting beginning with Paul N. Howard, Howard Management Group and Paul Howard Construction with more than $500 million in projects completed. His heavy civil construction projects include the Negev Airbase in Israel, major infrastructure projects in Egypt, Saudi Arabia, U.A.E., Puerto Rico, Haiti, Jamaica, and most all major cities in the southeast US.

Richard T. Howard, Jr. - President

Richard has 28 years experience in both Heavy Civil and Building Contracting during his work with Paul N. Howard Construction, Howard Construction and Paul Howard Construction with more than $200 million in projects completed. His work has included 16' diameter sewer tunnel in Houston, Texas, Dean Smith Arena in Chapel Hill, major resorts and buildings in Southern California and Arizona, and dozens of utility and civil construction projects throughout the southeast U.S.

Tom Johnston - Vice President

Tom has 32 years experience in General Building Contracting with Howard Construction and Paul Howard Construction with more than $100 million in projects completed. Tom's journeyman carpentry background has satisfied numerous clients such as Marriott Villas, Stouffer's Indian Wells Hotel, Manor Care, Quaintance/Weaver, and City of Raleigh.

Tom Yates - Project Manager

Tom has 40 years experience in Heavy Civil Contracting while working for Paul N. Howard, Howard Management Group and Paul Howard Construction with more than $500 million in projects completed. Tom was hired by Paul N. Howard Co. in 1971 in Dallas, Texas. He has completed hundreds of civil construction projects both foreign and domestic. Tom is a Registered Professional Engineer.

Tom Barton - Operations Manager

Tom Barton has 20 years of utility and bridge construction experience. His projects have included utilities and bridges throughout the Carolinas such as the James Island Expressway, Cooper River Bridge, and Port Authority Terminal in Charleston, S.C., I-540 and US-70 Interchange in Durham, and Bridges along US 64 and I-85. Tom is a Civil Engineer.

Luby Bell, Jr. - Project Manager

Luby has 30 years experience in Heavy Civil Contracting while working for both Tri-State Consultants and Paul Howard Construction with more than $250 million in projects completed. He has successfully managed and completed hundreds of projects which include dams, lakes, stream restorations, parks, greenways, streetscapes, stormwater control, and military installations.

Pete Chambers - Superintendent

Pete has 24 years experience in Heavy Civil Contracting while working for Paul N. Howard, Howard Management Group and Paul Howard Construction with more than $200 million in projects completed. Pete's extensive trade and concrete experience has successfully completed streetscapes, fountains, parks, greenways, dams, concrete structures, and military projects.

Annette Cole - Office Manager

Annette has 20 years experience in Civil Contracting administration specializing in licenses, insurance, payables, personnel, and job cost accounting while working for Howard management Group and Paul Howard Construction with an excess of $125 million in completed projects, including Randleman Dam.
